The frequency of the potential geniuses that will develop to attract attention of society is probably defined by the number one of 100 thousand.

The frequency of geniuses that became recognised thanks to their artworks and their inventions is defined by the number 1 of ten millions. That means that in the middle of 20th century there were about 100 people from each milliard that didn't suffer from the necessities of countries.

These numerals are defined by the historical events. Of course it is still difficult to say completely sure that in the middle of 20th century there were about hundred of geniuses that fulfilled themselves as geniuses.

The main problem is that the majority of geniuses are left undeveloped because of the obstacles that stop their development.

In this man he recognized the shoemaker that lived near-by and who had died recently. And really the shoemaker could become the greatest military leader but he didn't get the possibility to command a regiment. And if he did he could become even greater than already known military leaders.
